A Survey
of the Public Opinion on the Medical Insurance in Guangzhou |

A total of 1,219 local residents in Guangzhou is phone-interviewed
in November, 2003, who were randomly chosen. An overwhelming majority
agreed on the necessity of an immediate setup of a basic social
medical care system and they also agreed that the government is
to undertake as its duty the establishment of the system. 86.2%
citizens agree that every member of the society should be protected
under the system of medical insurance. What concern the public
most are two issues: to what extent they will be protected under
the system when seriously ill and in what way the disadvantageous
community will be protected. Moreover, they expect that the insurance
will go synchronously with their health condition, that is, the
more seriously they are diseased, the better they will be covered.
61.8% of citizens maintained that a triple payer for the medical
insurance, namely government, employer and beneficiary, be sensible.
The beneficiary¡¯s payment for the share of insurance in accordance
with his/her income level and his/her should receive the equal
treatment. Also they believe that legislation is needed for the
application of this policy. According to the public opinion, the
medical care system in existence is defected in two aspects. Firstly,
it is very finitely effective in enhancing the public psychological
security and expectancy. Secondly, it is finitely effective in
approving the citizens¡¯ actual daily life. Both the insurant and
the non-insurant are not satisfied with the present medical insurance
system, even holding that it has a long way to be ideal.

A Survey
of Public Satisfaction on Urban Transportation in Guangzhou |

The
survey, conducted in October, 2003, interviewed by phone 702 urban
residents in Guangzhou through the multistage random sampling.
It turned out that 61% of the interviewees held a favorable opinion
on the traffic and transportation, 94% acknowledging their improvement
and 78% approving of road construction while criticizing the construction
of crossovers, tunnels and zebra crossings. There are 86.6% of
citizens commenting positively on the traffic and transportation
convenience, yet more than 80 percent of citizens blamed the frequent
traffic jam during rush hours. Citizens believed there are several
causes for the traffic jam, including low consciousness on the
part of both pedestrians and drivers, unscientific design of public
transportation routes, inconsiderate road planning and overloaded
road facilities. An emphasized improvement of road planning, speed
up road construction, enhance traffic regulation publicizing and
lessen road intensity are looked forward to.
